throttle problems

Hey SE-R Lovers-

I am having trouble with a 92 se-r buddy of mine just
put in a new clutch went to take it for a test drive
and it never gets over 2000 rpm.  Like there is a rev
limiter that doesn't allow it to get over 2000 rpms.
If anyone has any info on this please let me know, of
if there are any web pages on this problem i will
start my search tonight.  Thanks to all who give this
a read.
