 1. Paintless body repair if done correctly is amazing.  I have personally
 watched them take out over 100 dents in a new Crown Vic (I had free time).
If the guy is good, you can't tell.

2.  I suggest paying after it is done.  A little odd that he approached you.
He must be new or you don't have alot of hail where you live.    I don't
perceive it to be a big risk unless he was requesting the keys to your car
and he would bring it back fixed.
