Once again, I'm going on memory, and could be wrong.  But I think the
SCCA's noise regs didn't come into effect till later.  Maybe 1996-ish?  I
haven't been very active with is since about 1993 & 94, but I don't think
there were any limits.  One particular car in the region was a straight
pipe RX7 with "Noise 'R' Us" (same as the "Toys" logo) painted on the rear
bumper...  gawd that thing sounded like shit!
